Pre-1963 stuff, even when featuring a copyright notice CAN be PD. And indeed, my research confirms the episodes are indeed PD. Any copyright claims made are invalid, though the owner of the 1955 negatives illegally re-submitted them for copyright in the mid-1980's, the copyright claims are NOT valid. It even has been released by at least one ''PD on DVD'' company.

Under the laws you could only register a title anytime in the first 28 years after publication. But you also needed to file a renewal registration by the end of the 28th year. If the shows were made in 1955, shown in 1955, and bear a notice of 1955 they needed a renewal registration by 31 Dec 1983. They don't have that so you are right they are PD, no question. The copyright office really should have rejected those 1985 registrations.

This happens a lot. I've seen some 1954 shows being registed as "new" creations during 1994, is that even legal? I don't really understand US copyright as much as I'd like to.

That long after publication, you can only claim copyright on a derivative work. Like if they put it on video they could copyright the "new", "additional" or "editorial" content - company indent, the cover, the arrangement of the movie and previews, etc.

Registering a published work after its first copyright period as a "new work" is totally illegal. There are avenues to act against companies that interfere with the lawful distribution of public domain material under the Digital Millenium Copyright Act. They call it "copyfraud" - claiming a copyright on material that either can't be copyrighted or has fallen out of copyright.
